  The Parliamentary Assembly of the Council of Europe last night adopted a fairly rigid in relation to Russia resolution. Its main requirements are access to the end of this year, observers in South Ossetia and Abkhazia, as well as opening borders for the civilians of Georgia, which, according to PACE, have the right to freely cross the borders of the two republics.

The resolution adopted by the 80-EW votes in favor and 36-EW votes against provides an assessment of the outcome of the war between Russia and Georgia, in particular, argues that while Georgia has fulfilled most of the requirements of PACE, Russia is not fulfilled the main points of previous resolutions. Separately, stipulates that the requirements of PACE are not related to the status of the two regions. That is why Parliament is puzzling why Russia does not fulfill them, with the blame is put lack of political will.

The Parliamentary Assembly also requested the public prosecutor of the International Criminal Court with a request to formally initiate an investigation of possible war crimes and crimes against humanity that were committed by both sides of the conflict during and after the war.

Parliamentarians revert to the previously approved office of Russia's delegation on October 1, the press service of PACE. They may withdraw because of failure to Russia the key requirements of the two previous resolutions concerning the Russo-Georgian military conflict.
